Mostly Bar Charts are used to show the changes in an amount of a variable when is changes uncontinuously - for example, when you analyze the difference between the revenue got from sales in different regions or when you watch the difference between average monthly temperature. 3D is a visual setting that can only make your chart look more modern, but brings no additional information to your customers.
